National Pollutant Discharge Elimination System (NPDES) - Compliance Program

All OC Construction projects are required to comply with two interrelated sets of municipal directives with respect to water quality management:

  1. Prevent unauthorized non-stormwater discharges, and
  2. Implementation of BMP’s to the maximum extent practicable to reduce or eliminate contaminants within stormwater discharges.

Permits

The County of Orange is located in two separate California Regional Water Quality Control Board jurisdictions. The approximate jurisdictional dividing line is El Toro Road. Southerly of El Toro Road is the San Diego Regional Water Quality Control Board and northerly is the Santa Ana Regional Water Quality Control Board.

Construction

In early 2002, the San Diego and Santa Ana Regional Water Quality Control Boards issued NPDES permits that regulate stormwater discharges from municipal storm drain systems.

Municipal NPDES Storm Water Permit No. CAS618030, Order No. R8-2009-0030 from the California Regional Water Quality Control Board, Santa Ana Region.

Municipal NPDES Storm Water Permit No. CAS0108740, Order No. R9-2002-0001 from the California Regional Water Quality Control Board, San Diego Region.

OC Construction Projects

Projects with greater than, or equal to one (1) acre of disturbed soil area (DSA) are required to obtain coverage under the State Construction General Permit, 2009-0009-DWQ.
