Capital Improvement Projects

All capital improvement projects are subject to NPDES compliance obligations.

Projects with less than one acre of Disturbed Soil Area (DSA) are required to submit an Erosion, Sediment and Chemical Control Plan (ESCCP) or Water Pollution Control Plan (WPCP) per the projects Plans and Specifications. These projects are subject to the requirements of the County of Orange Municipal Separate Storm Sewer System (MS4) Permits.

Municipal NPDES Permit No. CAS618030, Order No. R8-2009-0030 from the California Regional Water Quality Control Board, Santa Ana Region.

Orange County MS4 Permit for Santa Ana Region

Municipal NPDES Permit No. CAS0108740, Order No. R9-2009-0002 from the California Regional Water Quality Control Board, San Diego Region.

Orange County MS4 Permit for San Diego Region

Projects equal to, or greater than one acre of Disturbed Soil Area (DSA) require coverage under the General Permit for Storm Water Discharges Associated with Construction Activities (Construction General Permit, 2009-0009-DWQ) and require submission of a Storm Water Pollution Prevention Plan (SWPPP) and a Notice of Intent (NOI).

NPDES documents submitted for Capital Improvement Projects should be submitted directly to the Resident Engineer (RE) assigned to the project. Submit three (3) copies for the initial review. The NPDES Coordinator will review the plan within five (5) business days. Written review comments will be presented to the RE.
