Ryan White HIV/AIDS Treatment Extension Act (The Act)

These funds are awarded by the federal government to the County of Orange for the provision of care, treatment, and support services to people living with HIV. The Act constitutes the largest federal outlay (outside of Medicaid) for HIV/AIDS services. The Act was designed to achieve three major purposes:

  • Lessen the burden on states and cities most affected by HIV/AIDS by providing substantial federal funding for the care and treatment of people with HIV disease
  • Foster a coordinated approach to the provision of care, treatment, and support services for people with HIV/AIDS
  • Promote a community-based, strategic response to AIDS by local organizations and advocates, as well as local public entities

Orange County receives funds under Parts A, B, and C.

 

Expanded HIV Testing Program

These funds are awarded by the State of California Office of AIDS to the County of Orange to implement routine OPT-OUT HIV testing in health care settings. The goals are to:

  1. Increase HIV screening in health care settings as a routine part of medical care
  2. Ensure linkage to care and prevention services for newly diagnosed HIV-positive individuals
 

HIV Counseling and Testing

These funds are awarded by the State of California Office of AIDS to the County of Orange for the provision of HIV counseling and testing services. This program:

  1. Screens clients who have engaged in activities that put them at risk for HIV infection
  2. Provides uninfected clients with counseling and education to help them initiate and sustain behavior changes that will reduce their risk for becoming HIV infected

Identifies HIV-infected persons who can be counseled about the need to practice safe behaviors to reduce transmission of HIV and be apprised of the availability and need for early medical services

 

HIV Prevention/Education

These funds are awarded by the State of California Office of AIDS to the County of Orange for the provision of HIV prevention/education to populations at high risk of contracting HIV disease.

HOPWA
(Housing Opportunities for Persons Living With AIDS)

These federal funds are awarded by the City of Santa Ana to the County of Orange for the provision of housing and supportive services to persons with AIDS and their families.
